Just because the conversion rate is low, that doesn't mean it is not useful. The same logic can be applied to any clinical decision support tools or alerts.

Exactly. Any CDS with a 0.33% acceptance rate would not be any good.
How is the acceptance rate correlated to how good the tool is? If it provided faulty data or simply didn't work, I'd understand it not being 'good'.
